Business users should be able to use Report builder to author and publish reports to report server

Right now, SSRS for Azure will work from Visual Studio, but not from the stand-alone Report Builder 3.0. It is extreme overkill to install Visual Studio for a user who will only build and edit SRS reports. Report Builder 3.0 is the perfect fit for this, but it we choose to publish the SRS reports in Azure, we are stuck with VS or using the Azure Web app. It is not acceptable to test and debug report changes on the production instance. With Report Builder we can make changes and test them without deploying them.

This is not supported. But I pointed the Report Builder from a SqlServer 2008 R2 to Azure Reporting and it worked. You can not do preview and stuff like that. But you can publish. :-)
