Please please please provide a billing and usage API (it's now 2013, 2 and a half years after your question).

Billing and Usage API, especially bandwidth per instance would be very good. I can get this from my account in billing as an usage details csv, but it would be great if I could automise this and get this data via a web service or via api.

Windows Azure Storage Metrics API has a way to track usage:

Absence of Billing and Usage API is the main reason why Microsoft doesn’t have too many serious commercial services running on Azure. Windows Marketplace should have the ability to charge application customers based on storage and bandwidth used, otherwise it’s useless.

I have 100s of customers use one common azure storage, sql azure and azure hosting account.
I want to calculate the usage of particular client on Pay on Usage bases. -

The current enforcement of the Caching Transaction Quota is not suitable for production applications. We don't have any information about how close we are to that quota and can only scale our cache up if it is too late and requests to the cache are failing.

Would you require this as a web or windows application?

A billing & usage API should allow us to query all data presented on the invoice and set up alerts if we cross a threshold for a particular hosted service.
